1. Project Development Specialist (2402656)

Reporting Lines

The incumbent will work closely with two national Consultants on maize and school gardens and will play a crucial role in the preparation of this document. He / She will directly report to the FAO Representative with guidance from the Assistant FAO Representative (Program) and Senior Agriculture Specialist.  He / She is expected to engage with relevant stakeholders, including government bodies, private sector players, educational institutions, and other partners, to ensure the Contribution Agreement is effectively designed and aligned with national agricultural and educational strategies.

Tasks and responsibilities

Project Document Review and Enhancement:

  • Review the existing Action Document and ensure the strategic objectives proposed for the Contribution Agreement are aligned with the Action Document.
  • Identify any gaps or areas that require further elaboration or clarification in the Action Document.
  • Refine and enhance the project details based on the latest data, stakeholder input, and best practices to ensure the Contribution Agreement reflects the most current and comprehensive information.

Stakeholder Consultations:

  • Undertake consultations with key stakeholders to validate the project’s approach and objectives outlined in the Action Document.
  • Coordinate and collaborate with FAO’s Lead Technical Officer on technical and implementational issues for development of the Contribution    Agreement
  • Incorporate stakeholder feedback and recommendations into the Contribution Agreement to ensure it adequately reflects the needs and perspectives of all relevant parties, including local communities, schools, and government agencies.

Contribution Agreement Drafting:

  • Prepare the first draft of the detailed Contribution Agreement, ensuring that all project components, including objectives, activities, budget, and monitoring and evaluation framework, are clearly articulated.
  • Ensure that the 1st draft of the Contribution Agreement is completed and submitted through FAO to EU 

Finalization of Contribution Agreement:

  • Revise the draft Contribution Agreement based on consultations and feedback.
  • Coordinate with FAO Legal Team for clearance of the Contribution Agreement and the Special Conditions.
  • Ensure the final document is completed and submitted through FAO to EU.

2. Cooperative Assistant (2402650)

Reporting Lines

The Cooperative Assistant will report directly to the National Program Coordinator, with general oversight from the FAO Country Representative for Jamaica, The Bahamas and Belize. The Cooperative Assistant will also work closely with other members of the Project Management team and FAO personnel to support the proper implementation of the project activities.

Tasks and responsibilities

  • The Cooperative Assistant will carry out the following tasks:
  • Develop and submit Inception Report which includes the expert’s understanding of the terms of reference, proposed methodology for development of the training program and the timeline for finalizing required outputs.
  • Compile relevant information and data to enable the creation of the Digitizable Cooperative Officers training program.
  • Compile and validate a Cooperative Officer training curriculum and training of trainer’s plan.
  • Compile and develop a Cooperative Officer Training program content inclusive of training modules, lesson plans and activities ensuring that the content meets international cooperative training standards and best practices, is in line with local context and Belize regulations, is ideal for digitization and that the activities are compatible with gamified learning.  
  • Develop a compatible evaluation mechanism to be included in the gamified training plan. 
  • Collaborate with the digitization consultant to review, update, and upload the training materials on to the digital platform.

3. Programme Support Specialist (2402648)

Reporting Lines

Under the direct supervision of the Secretary of the SWIOFC and in close collaboration with the FAO Sub-regional office in Harare, SFS and FAO Mozambique.

Technical Focus 

  • Smooth functioning of projects’ operations, consistent service delivery and continuous evaluation and readjustment/improvement of the operational environment to reflect the Office’s evolving needs.
  • Effective and efficient delivery of the programme and project activities of the Office.

Tasks and responsibilities (General tasks)

  • Participate in the development, implementation, and evaluation of assigned SWIOFC programmes/projects, etc.
  • Reviews relevant documents and reports; identify problems and issues to be addressed and proposes corrective actions; liaise with relevant parties; identifies and tracks follow-up actions.
  • Prepare various written outputs, e.g. drafts background papers, analyses, sections of reports and studies, inputs to publications, etc.
  • Coordinate activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related revisions/documents/reports (pledging, work programme, programme budget, etc.).
  • Provide training on FAO project cycle, administrative and operational procedures and related corporate tools.
  • Coordinate operational and administrative support to ongoing projects.
  • Coordinate actions related to timely field project completion/closure, including identification of project follow-up requirements.
  • Establish and maintain partnership with HQ units related to donor liaison, finance, procurement, legal matters, partnerships, and technical specialties as and when required.
  • Liaise with other FAO offices and UN Organizations, as well as relevant authorities and partners to obtain/exchange information and ensure coordination for FAO interventions.

4. Legal Specialist (Food standards and Regulatory tools) (2402642)

Reporting Lines

The incumbent will work under the overall supervision of the FAO Representative for Sri Lanka and Maldives, the technical supervision of the Development Law Service , the direct supervision of the Assistant FAO Representative (Programme), and the technical supervision of the Fishery Officer (Food Safety and Quality – Aquatic Products).

Tasks and responsibilities

•    Revise the existing food safety standards and regulatory requirements applicable to aquatic products. 
•    Compare those standards and requirements with those set by Codex or WOAH. 
•    Develop a plan for setting missing standards.
•    Develop missing requirements as well as align those with international standards when possible.
