Purpose of consultancy

WHO is hiring a home-based consultant to fill the available vacancy for September 2024. To provide technical expertise to the Department of Immunization, Vaccines, and Biologicals (IVB), Immunization Analysis and Insights (IAI) Unit to improve existing data systems, develop new systems in order to ease the data collection, consolidation, validation, management, and analysis of immunization data from different sources.

Background  

The WHO IVB/IAI Unit is responsible for collecting, harmonizing, managing and disseminating data on immunization.  This allows the IAI Unit to fulfill WHO’s mandate to:

  • Monitor immunization programme performance and vaccine preventable disease surveillance.
  • Track progress towards global and regional immunization indicators.
  • Monitor progress towards the immunization-related Sustainable Development Goals (SDGs).
  • Guide global and regional immunization strategies.

Deliverables

  • Objective 1: Provide technical guidance and develop, enhance, maintain, and expand information systems:
    • Deliverable 1.1: Deliverable 1.1: Work with the various stakeholders within WHO (DDI, IMT,…) to ensure adherence to internal operational procedures and rules governing IT project development.
      Expected by: end of contract.
    • Deliverable 1.2: Work with vendors to develop new products and provide maintenance to ensure the appropriate development is carried out according to business needs and timelines.
      Expected by: end of contract.
  • Objective 2: Contribute to data harmonization and data management:
    • Deliverable 2.1: Design solutions for data management and flows based on business needs.
      Expected by: midway through the contract. 
    • Deliverable 2.2: Create custom views using tSQL on Microsoft SQL Server to expose the data for data visualization.
      Expected by: end of contract.
  • Objective 3: Contribute to creating new analyses, visuals, and data sharing portals for the immunization data,
    • Deliverable 3.1: Gather and collate the list of requirements according to the business needs for dashboard, portals and other projects of the Team. 
      Expected by: end of contract.
    • Deliverable 3.2: Create dashboards and reports using business intelligence software.  
      Expected by: end of contract.

Qualifications, experience, skills and languages

Educational Qualifications:

  • First-level university degree in health or data sciences, statistics, epidemiology, or another related field.

Experience:  

  • At least 2 years of professional experience in data management, data mining, analysis, and data visualization. 
  • Experience of WHO operations from within the Organization and/or as a partner.
  • Experience working with XMart.

Skills: 

  • Proven expertise in data analysis, dashboard developments, and business intelligence.
  • Demonstrated effective working relations with multi-disciplinary and multicultural teams.
  • Excellent command in SQL language, other coding language such as Python, Power BI or other visualisation tools, and statistical software (i.e. “R”).

Travel 

  • The consultant is expected to travel.  

Remuneration:

  • Band level A; USD 3,955-6,980 per month.
  • Living expenses (A living expense is payable to on-site consultants who are internationally recruited):

Expected duration of the contract: 

6 months. Additional contracts may be offered based on operational needs, funding availability, and satisfactory performance.
