The United Nations (UN) is hiring 3 Associate Finance and Budget Officer Vacancies Available for September 2023. These three (3) posts are located in the Finance and Budget Section (FBS), in the Programme Support and Management Services (PSMS), at the Office of the High Commissioner for Human Rights (OHCHR) in Geneva. The incumbent will operate under the overall guidance of the Chief of Finance and Budget Section and the direct supervision of the Finance Officer.

Responsibilities

  • Within delegated authority, the Associate Finance and Budget Officer will be responsible for the following duties:
  • Reviews, analysis and prepares the creation of project structures (WBSE) in line with the OHCHR Management Plan (OMP) and the RBM approach as part of the testing process for the implementation of the Integrated Planning, Monitoring and Reporting (IPMR) module in the SAP based UN ERP system (Umoja).
  • Verifies that project structures (WBSE) have been set-up according to internal guidelines and standards and initiates corrective action when necessary.. Provides technical support and guidance to Divisions, Sections and/or field presences on the implementation of the Integrated Planning, Monitoring and Reporting (IPMR) module in the SAP based UN ERP system (Umoja).
  • Reviews, analyses and assists in the finalization of cost estimates and budget proposals, in terms of staff and non-staff requirements from Departments/offices at Headquarters and in the field, including programmatic aspects;
  • Reviews, analyses and coordinates with finance focal points the closure of outstanding accounting items to proceed with the closure of operationally closed grants.
  • Assists managers in the elaboration of resource requirements for budget submissions.
  • Provides support to Divisions, Sections and/or field presences in their budget review; assists in securing approval from the relevant internal body.
  • Prepares allotments, including redeployment of funds and return of unspent budget balances when necessary, ensuring appropriate expenditures.
  • Monitors budget implementation and recommends reallocation of funds as necessary.
  • Monitors expenditures to ensure that they remain within authorized levels.
  • Reviews requisitions for goods and services to ensure (a) correct objects of expenditure have been charged, and (b)availability of funds.
  • Administers and monitors extra-budgetary resources, including review of agreements and cost plans, ensuring compliance with regulations and rules and established policies and procedures.
  • Assists in the preparation of budget performance submissions.
  • Reviews and assists in finalization of budget performance reports, analyzing variances between approved budgets and actual expenditures.
  • Assists in providing technical support to divisions, sections and/or field presences.
  • Keeps up-to-date on documents/reports/guidelines that have a bearing on matters related to programme budgets, ensuring compliance with United Nations policies and procedures;
  • Contributes to the collection and analysis of data as well as identification of trends or patterns and provides draft insights through graphs, charts, tables and reports using data visualization methods for data-driven planning, decision-making, presentation and reporting.
  • Performs other related duties, as assigned.

Education

  • A first-level university degree in business administration, finance, accounting or related field. Successful completion of both degree and non-degree programs in data analytics, business analytics, or data science is an advantage.
  • A first-level university degree and no experience will be accepted for candidates who have passed the Young Professionals Programme Examination (YPP), the United Nations National Competitive Recruitment Examination (NCRE) or the General Service to Professional Examination (G to P)

Work Experience

A minimum of two (2) years of progressively responsible experience in finance, administration, budget, accounting or related area is required. (No experience is needed for candidates who have passed a United Nations Competitive Recruitment Examination.) Experience in grants, project, funds management or related financial modules in an ERP system, such as Umoja, is desirable. Experience in generating expenditures/financial reports using ERP systems such as Umoja is desirable. Experience in analysing and assessing financial reports is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is an advantage.
