Result of Service

  • Development of good relationship between UNODC GMCP programme and the Somali Federal Ministry of Justice and Somali Prison Authority.
  • Conduct four reintegration community forums at Mogadishu, Kismayo and Baidoa
  • Contribute in guidance to the implementation of the UNODC activities rehabilitation and reintegration.
  • Contribute mapping of rehabilitation stakeholders, including police.

Duties and Responsibilities

  • Under the supervision of the Head of UNODC Country Office, the consultant will carry out the following deliverables.
  • Develop an outline of how reintegration forums will be conducted.
  • Develop a draft on how the baseline assessment of reintegration forums will be conducted.
  • Establish the planning of the project logical framework both when it comes to prison and community-based components.
  • Coordinate with MOJ and prison authority to support on UNODC activities in Prison
  • Collaborate with UNODC/UNSOM and MOJ for mapping police stations where prisoners are kept for a long time and transferred to prisons to train mentioned police station staff for rehabilitation and reintegration programs.
  • One will be required to conduct other tasks as required by UNODC staff.
  • Conduct community forums for Baidoa prisons.
  • Support the planning of the project logical framework both when it comes to prison and community-based components.
  • Implement the project activities, including organizing rehabilitation acceptance forums connecting local stakeholders and the prison, cooperating with local media to increase knowledge among the community members about the prison and its activities, and organizing workshops for inmates to reflect on their own role in the reintegration process.
  • Conduct other tasks as required by UNODC staff.
  • Draft reports and minutes on the reintegration forums.

Qualifications/special skills

  • An advanced university degree in business administration, international relations, social science, law, political science, international relations, or criminology is required.
  • A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • 5 years of working experience in corrections and/or criminal justice is required.
  • Basic IT skills are desirable.
  • Conducted or organized community reintegration forums for Prisoner’s in Somalia prisons context is desirable
  • Understanding of Somali culture and language is desirable.

  • English and French are the working languages of the United Nations Secretariat.
  • For this position, fluency in English is required.
  • Somali Language is desirable; Knowledge of another official United Nations language is an advantage
